The NYC Health Department is considering changing their bed bugs tactics from eradication to prevention and elimination of conditions that lead to NYC bed bugs. They actually want comments on the plan from NYC residents.
One of the highlights of the proposal states “Requires person in control of property to take measure to prevent and control harborage and free movement of pests.”
Apartment owners keep getting more responsibilities thrown their way and this is another tough one. Sure they can try and fix all the cracks in the walls and hope the bed bugs have not found new passage ways. How about this scenario: Bob goes next door to Barbara’s apartment and unknowingly has some bed bugs in his top hat which end up on Barbara’s sofa. How can the landlord prevent that from occurring? Does the landlord have to inspect all the renters before they go to work to make sure they are bedbug free. I could go on and on.
Perhaps the NYC Health Department is putting too much responsibility on landlords so they don’t have to get too involved in the process of eliminating NYC bed bugs.
